I have a used Volant Cold Air Intake from an 05 Ram (fits 03-08). It was in the truck less than 10,000 miles, and has a 100k mile powercore filter in it. Comes with the screws/washers needed. Pictures attached.

It appears I am missing that piece... It's been a while since I've had the truck. I'd say that piece is gone. I only have what is pictured.
