I am clued in that a PowerWire will tell the sensor it connects to, the outside air is 20 to 22 degrees less that what it actually is. So what is it purpose and is it a feel in the seat improvement in performance? Is there a negative side to installing one?

It is supposed to make the PCM richen up the fuel a little. Essentially it is a 4.7 K ohm resistor in series with one IAT lead. You don't want to use it in cold weather.
