Ticking issue.

What would cause the driver side head to not get the same amount of oil as the passenger side head? I've replaced all the valves rocker arms pushrods and timing chain. When I turn the engine over the driver side head doesn't get the amount of oil as I've seen in other videos as mine.

Weird issue there you have. Have the heads been off for any reason at some point by chance?

If the rocker arm shafts aren't in the correct position. Double check to make sure the head gaskets are installed to their correct locations.

Rocker shafts , Notches up oil holes pointed to the inside. check that 1st if you have the shafts in the orientation then the issue is either the Head gasket or some debris got in to the oil passage that feeds the head...I know you don't want to hear that but those are the only things I can think of.

Hint: take a lot of photos when putting your engine together. I have to admit I haven't taken pictures of head gaskets and rocker arms. But you can take it to the bank I have lots of cam pictures... lol

I've replaced the cam as well. It all started when the lifter got stuck and dug into the cam.
