Don’t think the dogs will stay on in highbeam unless your holding flash to pass manually on light switch.

As for mirror lights I think not 100% but I think you can do that thru the dash cluster and menu setup

In most states I believe it is illegal to have the fogs on with high beam. I had an inspector tell me how I shouldn't have them wired that way. Never wrote it down and I never change them. I have them on a manual s switch and ude them as daylight running lights.

There is a slight modification to the original write-up where the load side is switched to prevent potential overheating but I can't find the additional information posted.
The fuse box jumper works fine if you want them on anytime your lights are on...
many prefer just a separate switch to turn them on at ANY time you want them.

Not sure what you mean by "switching fuses" but below is what I remember:

The easiest, fastest and cheapest mod on the 02 - 05 Rams was to simply jump the parking light relay to the foglight relay (located under the cover in the fuse box) with a single 14 gauge wire...just the cost of a piece of wire...the fogs stayed on ANY TIME the parking lights were on as well as anytime the highs or lows were on...it's been a long time since seeing this mod in a post but I think some of the earlier model Cummins sites may still have pics posted...I have no idea how the later model trucks are accomplishing this mod .

I have kept my fogs operating with my low beams, otherwise I would never know when I had the high beams on, the LED for the high beam indicator doesn't work. I have several LEDs that don't work in my instrument cluster.
