Is the tipm not powering them up or is the harness the fault.

bought the truck used, officially believe the tipm is bad because i noticed the previous owner had hid lights put in and looks there is a wire jumping from the driver side low beam to passenger side low beam. since thats working in all for temporary fix all im going to do now is fuse it just to be on the safe side but, the plan is to run LED lights with that Morimoto harness but i still want to install two relays and im not electrical saavy and just wanted to find out if yall here on the forum could give me a step by step in only hooking up my low beams to relays please...

I use a jumper harness kinda like this one that uses the factory plugs to trigger a relay that tune s the lights on issue free and switch free.
