This is a silly question but why does the hemi 1500 megacab have the 3/4 ton axles under it?

Its a 3/4 ton frame and everything. I bought mine for that reason. The taxes and stuff are cheaper also. I have a 2500 CTD and the only thing different is the motor.

I think the frame and suspension are still standard 1/2-ton.

Nope.
Frame = full on 3/4 ton
Front Suspension = full on 3/4 ton
Rear Suspension = 3/4 ton (minus 1 leaf in the back)
engine = hemi non MDS (3/4 ton version)
transmission = 1/2 ton 545fe

reason for building a "1/2 ton" version = bragging rights, and being able to advertise having the "largest" cab in ANY truck market.
