Is there anyone in the club that works on HVAC units, mine is acting funny and I can't afford to call some company out to take a look at it. The problem is that the fan in outside unit won't kick in. That fan is only a year old. I know it isn't the fan because it was working and then it stopped and I left everything off for a month and then it started working again and now I am back to it not working. When the unit kicks in there is kind of a buzzing noise coming form the unit outside but the fan will not come on.

I'm no expert, but it sounds like the starter capacitor. Reach in with a wooden ruler or a stick and see if you can spin up the fan with that.

What is the starter capacitor? I was told about a thing called a contactor which controls the fan but I know that isn't the problem because with the unit off I can go and press it in and the fan kicks in and runs.

I've had to replace mine a couple of time in the last few years. A damn spider crawls up between the contact points and it fries him and screws up the contacts. An emery board that your wife uses will often clean the points up just like on an old car. Just don't get into the capacitor.
