Adjusting new lights

My passenger side headlight had cracked and had water intrusion so I decided to replace both headlight assemblies.

The unit uses a T-20 to adjust vertical.

The issue is I believe it has already traveled its maximum distance yet the lights still seem to be aimed to high.

Has anyone else experienced this?

Odd make sure the lights housing is installed and sitting correctly easy to miss on Install
