Make sure your SWR meter is accurate. Plug in a dummy load and the SWR should read below 1.5 to 1.
Positioning of the antenna could also be the culprit for the high SWR's. There use to be tunable antennas available too? I've been out of the CB realm for many years but I do remember when I was running an illegal 500 watt linear amplifier in my truck that if your SWR's were not below 1.5 - then you had major issues and could fry a lot of expensive equipment.

What is a dummy load? I did get an adjustable, the antenna is mounted on the left rear corner of the Jeep. I drilled a hole in the new steel bumper so I am kind of not liking the idea of moving the mount location.

Yep That's it!
Any SWR below 1.5 to 1.0 usually will NOT result in damage of course 1.1 to 1.0 is ideal and MORE important when you are pumping out high wattage.
